Excluded From the Assembly

Several groups of people are said to be excluded from the “assembly of YHWH”, and this leaves us with some questions. How can a loving Creator exclude anyone? Who all is included in this “assembly”? How can they be excluded in one verse but permitted in another? Deuteronomy 23:1-8
